I am making a set of practice clubs with wooden dowels and bicycle tire. I was wondering what would a good end weight be for them? Or what is a common end weight for fire clubs?

If you click around on www.dube.com, for example, you can find an info sheet for their high-end torches that claim the entire torch weighs about 10 ounces; but individual ones vary noticeably in weight, enough that they make a point of saying that a set that you buy will all be matching weights.
I'd suggest a) get a set of regular clubs to compare with and balance your dowels so the center of balance is about the same fraction of the total length down from the top; or b) weight the ends enough that you can tell they're weighted, but not much more. -

Sun, September 13, 2009 - 7:28 PMAnd of course fuel will add to the end-weight, making them slightly flippier, and the flames will slow them down a tad, so David's suggestion should work fine.
And all clubs within a brand (except one Euro mfr who's name I forget) vary slightly in weight. But it's very slight.
